What Changed (Last 24 Hours)
UKMTO Warning 147-26 logged a third-party report at 1750 UTC on 1 October: an unknown projectile struck a tanker in the Strait of Hormuz and started a fire. The crew was safe. Damage and any spill were unknown. Security reporting identified the ship as the Kuwait-flagged VLCC Kazimah III.
The Trump administration told France and Germany to draw emergency diesel or face a U.S. diesel export ban. One source put the ask at 120 million barrels over six months. On 2 October, EU states discussed a French proposal for 50 million barrels of diesel plus 50 million barrels of crude from IEA members. A separate source said Washington wanted 100 million barrels of diesel inside 20 days. The IEA has not requested a German release.
Chinese refiners suspended October gasoline, diesel, and jet exports outside Hong Kong and Macau. PetroChina canceled gasoline and jet cargoes. Beijing has not said whether permits resume after the 7 October holiday. Kpler places commercial diesel and gasoil about 20 million barrels below the pre-war threshold Beijing is using.
On 1 October the UK sanctioned five LNG carriers: Chaivo, Portovyy, Aleksey Kosygin, Konstantin Posiet, and Pyotr Stolypin. Three are Arc7 ice-class ships for Arctic LNG 2, one still preparing for trials. The measures bar UK port calls, chartering, and maritime services. Limited Japan and South Korea LNG licenses were extended. The broader services ban starts 1 January 2027.
On 1 October Treasury sanctioned Iran Khodro Diesel, SAIPA, Islamic Republic of Iran Railways, and Raja Passenger Trains, plus UAE-based Integrated Auto Parts and Turkey-based Troy Trading. It also designated Russia’s A7 network a transnational criminal organization and proposed a FinCEN rule on its sub-agents.
On 1 October President Zelensky said Ukraine used the FP-7 ballistic missile in combat for the first time. Fire Point lists range to 250 km, a 200 kg warhead, and speed of 1,500 meters per second. The target was not named.

Access to diesel, jet, and the ships that move them is being administered as policy, not left to the spot market.
Washington made continued U.S. product exports conditional on Europe opening emergency tanks. Beijing removed the October Chinese cargo from the same pool. Hormuz strikes continued against ships already in the strait.
Hard anchor: the live ask is 100 million to 120 million barrels of diesel, against a Chinese commercial diesel gap of about 20 million barrels and a permit decision that does not return before 7 October.
What Breaks Next (Forward Risk)
If the export-ban threat holds, Atlantic diesel cracks stay bid. Europe cannot replace U.S. barrels inside a 20-day window. Stocks exist for a severe outage, and a draw of that size is a political act, not a cargo program.
If Beijing does not reopen permits after 7 October, Asia loses the marginal gasoline, diesel, and jet barrel. Leftover September quotas do not refill a 20 million barrel diesel gap.
If Hormuz projectile strikes continue, war-risk premia and dark transits cap usable liftings even where crude loadings recover. Insurance and route compliance, not nameplate capacity, set the flow.
If the UK services ban on the Arc7 hulls holds into 1 January 2027, Arctic LNG 2 loses future ice-class optionality before those ships enter trade. A sanction on a vessel still in trials removes capacity that does not yet exist.
If Ukraine moves the FP-7 from a first shot to series production, Russia faces a cheaper 250 km option against launch sites, air defenses, and depots. The constraint is monthly output, not the demonstration.
If the Theodore Roosevelt group and the Makin Island force with about 2,000 Marines hold their transit, a third carrier option arrives only in late October. Hull speed, not the announcement, sets the clock for any post-midterm strike package.
