INETL, I.P. Gives Training on Survey Methodology and Data Analysis to Press Council-CITL Employees Dili, 27 July 2026 – The Ministry of Finance, through the National Institute of Statistics of Timor-Leste, Public Institute (INETL, I.P.), conducted training for ten technical staff from the Press Council of Timor-Leste (CITL) on Survey Methodology and Data Analysis. The training was held at the Press Council building, located at Avenida Bispo de Medeiros, Quintal Bo’ot, Dili, and lasted 5 days, from 27 to 31 July 2026. The training was opened in person by the Interim President of the Press Council of Timor-Leste, Councilor Mrs. Suzana Bui Rai Carlota Cardoso, accompanied by the President of the National Institute of Statistics of Timor-Leste, Mr. Elias dos Santos Ferreira. The objective of this training is to enhance the technical knowledge of the Press Council’s staff on survey methodology and data analysis in order to support the work of the Timor-Leste Press Council (CITL) in the area of media surveys. President INETL stated that the Ministry of Finance has provided statistical training to ministerial line agencies as well as several institutions such as the Public Service Commission (CFP), the Ministry of Commerce and Industry (MCI), the Public Prosecutor’s Office, the Scientific Criminal Investigation Police (PCIC), the Ministry of Justice (MJ), the Court of Appeal (TR), and the Criminal Investigation Service (SIC-PNTL), following international standards to serve users such as the government, development partners, and other entities. Mr. Ferreira emphasized that the training provided by INETL, I.P. to a small group of 10 participants from the Press Council (CITL) was better suited to forming a discussion team for deeper understanding, as a small number of participants allows trainers to manage the group well. Interim President of the Press Council of Timor-Leste, Councilor Mrs. Suzana Bui Rai Carlota Cardoso, expressed confidence that the partnership between the Press Council and INETL, I.P. will become a bridge linking knowledge with practice, connecting data with public policy, and tying surveys to good decisions. CITL hopes that during these five days, participants will not only learn theory but also learn how to transform numbers and statistics into useful information for the institution, added Mrs. Cardoso. On this occasion, Mrs. Suzana Cardoso, as Interim President of CITL, emphasized to participants that they will learn not only how to conduct a survey but also how to interpret data, perform rigorous analysis, and prepare reports that can serve as a reference for the public and for decision-makers. In addition, the President of INETL, I.P., Mr. Elias dos Santos Ferreira, expressed his appreciation to the Press Council of Timor-Leste (CITL) for inviting INETL, I.P. Technical staff members Mrs. Georgia Martins and Mr. Joanico José Freitas from the Directorate of Methodology and Data Management and the Directorate of Systems and Reporting were assigned to share knowledge on “Survey Methodology and Data Analysis” with the technical team of the Press Council over five days, as follows: - Day 1: Introduction to survey methodology and media surveys - Day 2: Designing the survey and developing the questionnaire - Day 3: Sampling, data collection, and survey ethics - Day 4: Data management and data analysis using Microsoft Excel - Day 5: Writing the survey report, presentation, and closing Mrs. Cardoso’s final words of encouragement were: “Let’s learn with all our hearts, work with integrity, and use this knowledge to strengthen the Press Council and contribute to the development of Timor-Leste.”
