This whole article sounds weird. For a start, it seems that Erdogan has never heard of an end user certificate when it comes to weapons. Legally Turkiye may not be allowed to send those systems to the UAE without Russiaâs clearance which I doubt that they give. Most countries are very picky about end user certificates.
