The Invented Blockade and the Fake Doxing that HSI Turned into “Terrorism”

Isaac Sant’s attorney has filed a bunch more exhibits in preparation of a discovery hearing that the government did not succeed (at least not yet — we’ll see whether John Roberts weighs in!) in getting moved on Thursday. I’ve collected everything here. There are photos from one of the undercover officer’s (the one who dropped her wire at a boxing class) undercover phones. I suspect Sant included the pictures because DOJ is withholding the parallel contents from the main UC’s phone, even though the report cherrypicking that content promised that it would all be downloaded when the investigation is over. The first UC’s photos show that this is the kind of evil threat HSI was hunting. The new discovery makes it possible to track what at least some of the UCs said about meetings, and compare it to what made it into a meeting report and what made it into the indictment for two events, the February 1 TCDA Propaganda committee meeting and a February 15 meeting held at the United Labor Center. February 1 TCDA Propaganda committee meeting Recording: On February 1 at 5:39PM, HSI Agents James Cutbirth and Jacob Marquis debriefed UC 9843 — the main UC in this case — about a propaganda meeting focused on what the Twin Cities Direct Action group, one of the two main groups targeted in the indictment, would be. Like the other similar recordings, the recording of the interview of UC 9843 was not uploaded until late July, over a month after the indictment. Here’s the key excerpt of the UC describing the meeting. 0:17:06.32 – UCA 9843: I asked [Cam] what the current state of financial affairs is and he said there’s no real organized way that it’s being handled right now. 0:17:17.35 – UCA 9843: [redacted] internally raised about raised $5000 for the [redacted] and [redacted] had said that before the debrief and he said about 100 people may be donated, but 20 to 30 really like funded it. 0:17:37.48 – UCA 9843: They also talked about stockpiling materials for like assisting other organizations. 0:17:44.04 – UCA 9843: [redacted] is absolutely someone that is pushing the funds and like is really like, we need to gather these and take this opportunity and fund this. 0:18:02.44 – UCA 9843: A lot of talks about how we’re on the precipice of a revolution because we’re in a civil war. 0:18:09.16 – UCA 9843: The Democratic Party is not helping, the Conservatives are the regime and we are really at that point where we have to grab this opportunity and and take it and make a better world. 0:18:26.11 – SA Marquis: Did they talk about So if the Democrats are not helping, the Republicans are not helping, then what are they trying to create? 0:18:33.84 – UCA 9843: I’m not sure they really know yet. 0:18:37.96 – UCA 9843: I mean, [redacted] and [redacted] are both self-proclaimed anarchists, so I don’t it wasn’t like we need to have a new party, but it was just like, I genuinely think they want no party, OK. 0:18:54.96 – UCA 9843: And came from left jab and he talked about left jab a little bit too and. 0:18:59.24 – SA Marquis: Explain what left jab is. 0:19:00.24 – UCA 9843: Again left jab is that leftist martial arts group that puts on classes about de arresting people. 0:19:08.84 – UCA 9843: Basically like how to the swarm theory and how to like swarm the cops to confuse them to get their people out. 0:19:21.16 – UCA 9843: also talked about how his neighborhood off of Cedar basically has a checkpoint set up at the roundabout. 0:19:30.56 – UCA 9843: Basically like letting traffic through but very slowly and then if it’s an ICE agent they gum up the streets. 0:19:40.40 – SA Marquis: And who brought that up again? 0:19:41.24 – UCA 9843: [redacted]. 0:19:42.20 – SA Marquis: Yeah, off of Cedar, OK. 0:19:48.24 – SA Marquis: Any overt like talk about stopping ICE agents or stopping certain individuals with harm? 0:20:01.52 – UCA 9843: No, they were kind of talking about doxing without saying doxing. 0:20:06.08 – UCA 9843: They’re really obsessed with the statistics about how many ICE agents have rap sheets. 0:20:11.24 – UCA 9843: So they were talking about how and I guess there’s some woman who on Instagram like posts ICE agent of the day and like lists their crimes or whatever. 0:20:22.64 – UCA 9843: So they wanted to kind of adopt that and like just blast that out. 0:20:26.16 – UCA 9843: They don’t want to reinvent the wheel. 0:20:28.88 – UCA 9843: But no, so I don’t it wasn’t like attacking or anything violent, just more of I mean abolishing ICE and like stopping them. 0:20:40.80 – UCA 9843: But abolishing ICE isn’t their only goal. 0:20:42.64 – UCA 9843: That’s just one facet. 0:20:44.84 – UCA 9843: It’s like, again, I’m not really clear on what the goal is, but abolishing ICE is just one part of the movement. Report: On March 18, HSI Agent Katherine Wespetal uploaded a report on the meeting that Marquis had drafted. The report transformed a conversation that 9843 had precipitated about fundraising into a planned discussion about finances, making it look more formal. It took a comment about “gum[ming] up the streets” at a neighborhood checkpoint into a plan to affirmatively stop ICE goons; it doesn’t mention that 9843 specifically said there was no talk about harming ICE goons. And whereas 9843 had said they “they were kind of talking about doxing without saying doxing,” the report affirmatively said they were talking about doxing, rather than (as 9843 described it) “blast[ing] out” already public information. Cam [Kennedy] discussed the current state of finances within TCDA. Cam stated there was approximately five thousand ($5,000) dollars that was raised for the January 23 blockade. Can explained that out of approximately one hundred (100) people that donated to the blockade, the majority of the funds cane from only twenty (20) to thirty (20) people. Cam seemed to be the main person pushing for funds and wanted to stockpile materials to assist with other organizations. Cam talked about “being on the precipice of a revolution”. Cam explained there is civil war Going on in America and Democratic party is not helping and the conservatives are the “regime”. Cam stated he lives in the [redacted] neighborhood and that his street has a blockade that lets traffic slowly go through and if an ICE agent attempts to go through, they are stopped. Attendees talked about “doxing” and they were upset with the statistics of ICE agents with “rap sheets”. Attendees want to stop and abolish ICE. The abolishment of ICE is not their only goal but rather just one aspect of their movement. During the meeting, attendees applauded the strategy of a woman on Instagram that posts the TICE Agent of the Day” where she identifies an ICE Agent and then Lists their crimes. Here’s how that shows up in the indictment — including the full transformation of the blockade into one that “stops ICE vehicles.” On or about February 1. 2026. at approximately 3:00 p.m.. KENNEDY, VAN DE WATER DAVIS, and other coconspirators attended a group meeting sponsored by TCDA’s Propaganda and Communications Team. KENNEDY discussed TCDA’s finances. KENNEDY stated that TCDA raised approximately $5.000 in preparation for the January 23, 2026 action at the Whipple Building. KENNEDY wanted to use funds to stockpile materials to assist with other organizations, but he wanted the focus of the meeting to be about aiding TCDA. KENNEDY explained, *…these people who are taking, you know. the high risks to shut down ICE operations and make everything safer for everybody. And they don’t, they renot getting funded. And so the purpose in my head for this funding is to give it 0 these front liners and not just this group. The idea of also being that we stockpile ‘materials for other groups and can provide training.” KENNEDY stated. “Hi, my name’s Cam. I’m now Olive Knight in the chat. I’m a revolutionary anarchist…I’ve more or less traveled around the country doing various types of struggles, um, since I was 15….I’ve got fairly extensive experience with how to specifically coordinate propaganda with effective direct action to help supply materially.” At the meeting, KENNEDY discussed, “we are on the precipices of real political power that is completely goes over both political parties.” KENNEDY discussed living in Minneapolis’ Cedar neighborhood. He stated that they are operating a blockade on his street that stops ICE vehicles. The doxing doesn’t show up, but is very relevant because Sant’s arrest report lists — along with domestic terrorism — doxing, which is not alleged in the indictment. I see no obvious record of a recoding of the meeting, even though 9843 kept her phone on throughout the meeting, claiming she needed to be reachable for her kids. But their phone is one of the things Sant is demanding. Intermission Here’s another of the surveillance photos that the other undercover officer took: A poster calling Alex Pretti’s killing murder. February 15 meeting held at the United Labor Center The one other meeting for which there is parallel production is a February 15 meeting the purpose of which is not ever described in the indictment, except as being sponsored by a bunch of groups not apparently supported by the underlying materials. On or about February 15,2026, at approximately 3:00 p.m.. ROBINET and others attended a meeting held at the United Labor Center building in Minneapolis and sponsored by TCDA, BCWC, Ray Rainbolt Memorial Shooting Club, Socialists Alternative, and other organizations. ROBINET wore a “Ray Rainbolt” hat and served on the “special security” team for the event. The group discussed medical. firearms, and “hard security” training. Participants began planning a March 1, 2026 direct action at the Whipple Building. SANT proposed organizing another blockade at the east entrance of the Whipple Building. The report (at least the only one released so far) on the meeting describes that there were four UCs at the meeting. But it purports to tell just what two of them, UC 142 and UC 9883, who attended together, reported. The report describes that the meeting was about planning the next mass strike, on May 1, not a March 1 blockade at Whipple (though the indictment describes a blockade on that date). It also describes the meeting starting at 3:30, not 3:00PM (and the report describes one of the UCs saying that the meeting actually started at 4:00PM. About the only thing in the report that tracks with the indictment is that someone — it is redacted, but it is presumably Robinet — wore a Ray Rainbolt hat. The recorded meetings with UC 142 and UC 9883 match the date and the participants described in the report. UC 9883 described the meeting to consist of a bunch of discussion about things that wouldn’t happen. 0:04:26.83 – UCA 9883: It’s just a lot of voting on stuff that’s not going to happen And then the meeting ended with a Fuck Ice chant. 0:06:34.68 – UCA 9883: One of the things they voted on, they voted on their demands and it was to abolish ICE and DHS. 0:06:43.00 – UCA 9883: And then they finished the meeting with a Fuck ICE chant. 0:06:48.88 – SA Cutbirth: OK. 0:06:50.92 – UCA 9883: But nothing like we’re going to go harm ICE agents type shit. 0:06:56.60 – SA Cutbirth: All right, so ended the meeting with the Fuck Ice chant. Before it got there, though, UC 9883 elicited this description of gun use that is solidly within the Second Amendment — the only description of firearms, as reflected in the indictment. 0:03:17.08 – UCA 9883: So she pointed out the dude up front that was wearing the Ray Rainbow hat and she was like, that’s like my best friend. 0:03:24.40 – UCA 9883: And I was like, oh cool. 0:03:25.56 – UCA 9883: And then she explained to me what Ray Rainbow was. 0:03:27.91 – UCA 9883: And I was like, that’s awesome. 0:03:29.00 – UCA 9883: I said I’d like to get involved with that and. 0:03:31.12 – SA Cutbirth: What did she say it was? 0:03:33.40 – UCA 9883: She said they do a lot of firearms, like safety and training and then they do drills and stuff. 0:03:40.08 – UCA 9883: So, you know, I told her I was familiar with guns from growing up in the South, but I’ve never done any like drills or anything. 0:03:47.32 – UCA 9883: So that would be fun. A previous overt act in the indictment uses Robinet’s discussion of previously serving as security to suggest there’s a big threat here. As for UC 142, they described that there was a plan for a rent strike on March 1, but no blockade. 0:11:09.44 – UCA 142: I think there was an amendment saying consider getting five major cities to stagger the action, though they they thought about staggering 5 major cities and there’s an amendment to just have it all done in one day. 0:11:21.04 – UCA 142: I think that’s what got passed to do some sort of economic impact, a staggered economic impact in five major cities during the course of five consecutive weeks, and they voted for it to happen in one day. 0:11:38.76 – SA Marquis: They say what cities? 0:11:40.88 – UCA 142: They did not. 0:11:41.55 – UCA 142: They kept it. 0:11:42.16 – UCA 142: They kept that kind of vague. 0:11:44.96 – UCA 142: They never, they didn’t really mention any other cities besides New York City. 0:11:48.00 – UCA 142: And that’s because a teachers union from New York flew out for this and they were in the crowd. In fact UC 142 described that there was no planning for further ICE-related events because meeting participants believed ICE was gone. 0:27:53.28 – UCA 142: The only one that they’ve got the, the protest for they, they didn’t have any open plans of like how they’re going to, you know, disrupt us because in their view, from what I kind of gathered, they do. 0:28:06.04 – UCA 142: They do think that I think we left the city and they’re like, well, we did got them out of here, but they’re going to be going to other cities, right? 0:28:12.24 – UCA 142: So they’re trying to get people like involved from other cities to be aware, which is, was kind of the point of the New York teachers being there. UC 142 seems to have come with UC 9883 and been aware of a third UC, but not the fourth. It’s certainly possible that one of the other UCs spoke with Sant and substantiated what was in the indictment; UC 9843 had been hanging out with Sant going back to early January. But according to two of the informants who were there, nothing happened. Just a lot of voting on stuff that’s not going to happen. That’s not the makings of a conspiracy. It’s the makings of your typical left wing meeting that is riddled with infighting. Ah well, at least HSI can identify the true threats in Minnesota! Here’s another surveillance photo! The terrorists in this case generally kept their faces and badges hidden. If only, at least for future law school students, we could get a “Tuba-Frog” precedent for when “CI/UC exaggeration for overtime pay becomes perjury/official misconduct.” What I see isn’t quite bad enough that a judge will order prosecutors to complete 3 connect-the-dot books as part of remedial education. However, long-run, I do see significant damage to federal prosecutors and government agencies to present reports of UC/CI activity to avoid having the UC/CI deliver the testimony themselves.
