Transit Project Openings in 2025: A Global Review

Around the world in 2024, almost 1,300 kilometers of new metro lines opened—adding about 6 percent to the total of more than 22,400 kilometers in service at the end of 2023, and continuing the global metro expansion that has more than tripled total global line length since 2000. About 120 kilometers of new light rail, tramway, or streetcar services opened in 2024, as did almost 170 kilometers of new bus rapid transit lines. It was a big year in transit line openings—particularly in China, which accounted for about two-thirds of all new lines. There’s much, much more to come in 2025, when almost twice as many line kilometers of metro and light rail services are expected to open globally as in 2024—at least, assuming projects open on time, which is never a given. In this annual post, I review all of the urban transit projects that were completed in 2024, and which are planned for 2025. In a post published last week, I detailed transit expansion in the United States specifically; this post reviews the world overall. Data for this compilation can be viewed freely on Transit Explorer or purchased for use in Shapefile, GeoJSON, and CSV formats. Previous compilations of new and planned transit projects on The Transport Politic can be found here: 2009 | 2010 | 2011 | 2012 | 2013 | 2014 | 2015 | 2016 | 2017 | 2018 | 2019 | 2020 | 2021 | 2022 | 2023 | 2024 New transit investments completed in 2024 The transit expansion in the United States in 2024 was modest at best, as I described before, with rail expansions mostly limited to Seattle and bus rapid transit improvements to Indianapolis and Madison. Overall, the United States continues to be a major laggard in transit line expansion. On the other hand, more than a dozen Chinese cities benefitted from major metro system expansions, including, notably, new loop lines that opened in Guangzhou and Xi’an. But projects opened in other parts of the world, as well. In Riyadh, a new metro network was baptized, with 5 of 6 new lines opening in December (the last line opened this month). Sydney opened a new metro rail tunnel and a light rail line. Paris expanded its metro in three directions, added a new regional rail tunnel, and extended its tramway network. Across India, 7 cities got new metro service. Seoul opened its GTX A rapid regional rail service. Istanbul expanded four metro lines and opened a new tramway. And Ho Chi Minh City opened its first metro line. Saudi Arabia, India, and Turkey had the longest new metro or light rail line openings otherwise. The following table lists the 20 longest metro networks by region around the world, as of this writing. (Note that this includes all metro services within each region, combining services among different operators, e.g., the New York region includes New York City Subway, Staten Island Railway, and PATH.) Among these, 13 are in China, notably including the Pearl River Delta, the massive urban complex that encompasses Guangzhou, Hong Kong, Shenzhen, and other surrounding areas, and which now has substantially more metro service in operation (1,667 kilometers) than the entire United States (1,365 kilometers). The membership of this list has changed dramatically since 2000. The regions with the longest networks then—London and New York City—now rank number 12 and 15 globally, respectively (they would rank 13th and 16th if I counted Guangzhou and Shenzhen separately). Their positions are likely to continue to decline in the coming years; Delhi, for instance, has 63 kilometers under construction right now, enough to make its system substantially larger than that of New York. (Note that Tokyo arguably has the second-largest metro network if regional rail services that through-run onto metro tracks are included. Tokyo also has, by far, the largest commuter and regional rail system in the world, with 3,582 kilometers of track in operation, much of it served by very frequent, metro-like services.) Planned transit line openings in 2025 In 2025, the dominance of China and India in new urban railway construction will continue. Chinese cities plan an eye-popping more than 1,500 new kilometers of metro services, with particularly dramatic expansions planned in Chengdu (100 kilometers), Nanjing (120 kilometers), Tianjin (182 kilometers), and Xiamen (133 kilometers). Mumbai plans to open about 116 kilometers of new lines and line extensions, and Delhi will complete the Delhi–Meerut Regional Rapid Transit System, an 82-kilometer-long fast regional rail service. Other countries will also open some exciting new services. In Canada, after years of delay, Toronto’s new Line 5 Eglinton Crosstown light rail service (which includes a substantial subway portion) will open, as will the majority of Montréal’s REM automated light metro. In Malaysia, the newest addition to Kuala Lumpur’s system, Line 11, will open. In Porto, Portugal, the new Linha Rosa will create a new light rail subway through the city. And in Birmingham, England, two light rail expansions are programmed to open. In the United States (detailed elsewhere), the first phase of Los Angeles’ Purple Line extension will open—as will the light rail link connecting Seattle and Bellevue across Lake Washington.
